ՊԻՇՔԷՔ.- Նիկոլ Փաշինեան եւ Ռուսիոյ նախագահ Վլատիմիր Փութին սեպտեմբեր 1-ին Պիշքէքի մէջ հանդիպած են՝ քննարկելով հայ-ռուսական յարաբերութիւնները եւ Հայաստանի՝ Եւրոպական Միութեան անդամակցութեան ուղղութեամբ ձեռնարկած քայլերը։
Հանդիպումը տեղի ունեցած է հայ-ռուսական յարաբերութիւններու զգալի լարուածութեան պայմաններուն մէջ եւ Փաշինեանի վերընտրութենէն ետք անոր առաջին հանդիպումն էր Փութինի հետ։ Վերջին ամիսներուն Մոսկուան դժգոհութիւն յայտնած էր թէ՛ Հայաստանի արեւմտամէտ արտաքին քաղաքականութեան, թէ՛ երկրի ներքին քաղաքական որոշ զարգացումներու առնչութեամբ։ Ռուսական կողմը նաեւ բազմիցս բարձրացուցած էր Հայաստանի արտաքին կողմնորոշման շուրջ հանրաքուէ կազմակերպելու հարցը։
Փութին յայտարարած է, որ Հայաստանի ԵՄ ձգտումը երկրի «օրինական իրաւունքն» է, սակայն ընդգծած է, որ այդ ընթացքը բարդութիւններ կը ստեղծէ՝ նկատի ունենալով Հայաստանի անդամակցութիւնը Եւրասիական Տնտեսական Միութեան։
«Որքան շուտ Հայաստանը կողմնորոշուի Եւրոպական Միութեան անդամակցութեան հարցով, այնքան լաւ», ըսած է Փութին՝ նշելով, որ Մոսկուան պէտք է հասկնայ, թէ ինչպէս պիտի կառուցէ Երեւանի հետ յետագայ յարաբերութիւնները։
Ռուսիոյ նախագահը առաջարկած է հարցը դնել Հայաստանի ժողովուրդին առջեւ՝ հանրաքուէի միջոցով պարզելու համար, թէ «մարդիկ ի՛նչ կ՛ուզեն»։ Ան նաեւ շեշտած է, որ Ռուսիան կը շարունակէ մնալ Հայաստանի գլխաւոր տնտեսական գործընկերներէն մէկը։
Փաշինեան իր կարգին յայտարարած է, որ ԵԱՏՄ-ի կանոնակարգով անդամ պետութիւն մը կազմակերպութենէն հեռացնելու դրոյթ գոյութիւն չունի, իսկ Հայաստան ԵԱՏՄ-էն դուրս գալու մասին որեւէ ծանուցում չէ ներկայացուցած։
Ան պնդած է, որ Հայաստանի համար կարեւոր է արտաքին քաղաքական եւ տնտեսական այլընտրանքներ ունենալը, սակայն ԵՄ անդամակցութեան գործընթացը տակաւին այն հանգրուանին չէ հասած, որ հանրաքուէի դրուի։
Ան նաեւ մերժած է այդ հարցով Երեւանի առջեւ վերջնաժամկէտներ սահմանելու մօտեցումը՝ շեշտելով, որ հանրաքուէ կազմակերպելու կամ չկազմակերպելու որոշումը Հայաստանի կառավարութեան որոշումն է։
ՐԱՖՖԻ ԱՐՏԱԼՃԵԱՆ
Եդուարդ Ֆրունճեանը մենք մեր փոքր տարիքէն կը ճանչնայինք պարզապէս իբրեւ «Տայտայը»։
Առաջին յիշողութիւնս իրմէ Պէյրութէն է։ Եդուարդն ու Մարօն այցելութեան եկած էին, եւ Եդուարդը հետը շարժապատկերի փոքր տեսախցիկ մը ունէր։ Այդ օրերուն նման բան մը ինքնին հետաքրքրութիւն էր մեզի նման երեխաներու համար։ Մեզի կը նկարահանէր Պէյրութի մէջ, ապա նաեւ Լիբանանի լեռներուն մէջ՝ ամարանոցի մեր գիւղական տունը։
Տարիներ ետք, երբ Եդուարդին եւ Մարոյին մօտ դիտեցինք այդ ամառուան տեսերիզը, առաջին պատկերը, որ այսօր ալ կը վերադառնայ, այդ տեսախցիկն է՝ Եդուարդը անոր ետին, իսկ մենք՝ երեխաներս, ժպտադէմ իր դիմացը։
Իր մասին արդէն լսած էի մեծ մօրմէս։ Եդուարդ ամուսնացած էր կէլիպոլցի մեծ մորս քրոջ՝ Հերմինէին աղջկան՝ Մարոյին հետ։ Անոնք յետեղեռնեան Աղեքսանդրիոյ հայկական աշխարհին մաս կը կազմէին, ուր Եդուարդ աշխոյժ ներկայութիւն ունեցած էր ազգային ու համայնքային կեանքին մէջ, մանաւանդ Աղեքսանդրիոյ ՀՄԸՄ-Կամքէն ներս։ Այդ ծառայութիւնը շարունակեց նաեւ Գանատա հաստատուելէն ետք։ Մեր ընտանիքին մէջ իր անունը կը յիշուէր այն բնական մտերմութեամբ, որով կը խօսուէր մարդոց մասին, որոնք թէ՛ ընտանիքին կը պատկանէին, թէ՛ աւելի լայն հայկական շրջանակի մը։
Տարիներ անց, երբ Միացեալ Նահանգներ եկայ ուսանելու, սկսայ յաճախ Մոնթրէալ այցելել։ Հոն Եդուարդին հետ յարաբերութիւնս փոխուեցաւ։ Այլեւս «Տայտայ»-ը դիտող երեխան չէի։ Կը նստէինք, կը խօսէինք, եւ այդպիսով սկսայ զինք ճանչնալ նաեւ իբրեւ ընկեր Եդուարդը։
Այդ տարիներուն հասկցայ բան մը, զոր փոքր տարիքիս չէի կրնար նկատել։ Եդուարդը յարգուած մարդ էր, բայց նաեւ՝ սիրուած։ Այս երկուքը միշտ չեն միանար մէկ անձի մէջ։
Եդուարդ հին իմաստով «ճենթըլմէն» մըն էր, այն տեսակէն, որոնց այսօր քիչ կը հանդիպինք: Բարեկիրթ, մեղմ ու մարդամօտ։ Իրեն հանդէպ յարգանքը հեռաւորութիւն չէր ստեղծեր։ Տարբեր սերունդներու մարդիկ նոյն ջերմութեամբ կը խօսէին իր մասին։
ՀՅԴ Գանատայի Կեդրոնական կոմիտէի մահազդը կը յիշեցնէ Եդուարդ Ֆրունճեանի տասնամեակներու ծառայութիւնը իբրեւ Կեդրոնական կոմիտէի նախկին անդամ, նուիրեալ դաշնակցական եւ գանատահայ համայնքի գործիչ։ Այդ բոլորը անոր կեանքին կարեւոր մասն էին։
Բայց մարդու մը վաստակը միայն իր ստանձնած պաշտօններով ու կատարած գործերով չի չափուիր։ Կարեւոր է նաեւ, թէ երկար տարիներ ազգային ու հասարակական կեանքին մէջ գործելէ ետք, ի՛նչ կը ձգէ մարդոց մէջ։
Եդուարդը իր ետին ձգեց յարգանք ու սէր։
Թերեւս կեանքի մը վերջաւորութեան ատկէ աւելի գեղեցիկ վկայութիւն չկայ։
Իմ յիշողութեանս մէջ ան պիտի մնայ նաեւ այն առաջին պատկերով՝ Լիբանանի լեռներուն մէջ, տեսախցիկը ձեռքին, մեր ընտանիքը նկարահանող Եդուարդը։ Մարոյին անբաժանելի ամուսինը։ Մեր «Տայտայ»-ը։
Այս տխուր առիթով մեր ընտանիքին խորազգաց ցաւակցութիւնները կը յայտնեմ սիրելի Մարոյին, իրենց զաւկին՝ մեր զարմիկ Րաֆֆիին, ինչպէս նաեւ տոքթ. Վաղարշ եւ տիկնոջ՝ Արուս Էհրամճեաններուն, Յովիկ ու Վէրոնիք Պէտիքեաններու ընտանիքներուն բոլոր հարազատներուն։
Եդուարդին յիշատակը միշտ լոյսերու մէջ մնայ։

(Horizon Media / BISHKEK) — Turkish President Recep Tayyip Erdogan and Russian President Vladimir Putin signalled plans to deepen already extensive economic and energy cooperation during talks in Bishkek on Tuesday, with Erdogan announcing that the two countries intend to pursue additional nuclear power projects following the completion of the Russian-built Akkuyu Nuclear Power Plant.
The two leaders met on the sidelines of the Shanghai Cooperation Organization summit in the Kyrgyz capital, where Erdogan described Turkish-Russian relations as being at a more advanced level than at any previous period.
Putin, in turn, described Turkey as one of Russia’s “privileged partners” in both foreign policy and the economy, highlighting the continued scope of bilateral cooperation despite Turkey’s membership in NATO and the wider confrontation between Russia and Western states over the war in Ukraine.
Energy emerged as one of the most significant themes of the publicly released remarks.
Erdogan said construction of the Akkuyu Nuclear Power Plant, being built by Russia’s state nuclear corporation Rosatom on Turkey’s Mediterranean coast, had entered its final stages.
“We are now in the completion phase of the Akkuyu Power Plant,” Erdogan said, adding that Ankara was awaiting the plant’s completion and inauguration before proceeding with further projects in partnership with Russia.
Erdogan indicated that the opening of Akkuyu would be followed by steps toward additional nuclear power plants, underscoring the growing strategic dimension of Russian involvement in Turkey’s energy sector. He did not publicly specify during the meeting which future projects would be pursued.
Putin said the first unit of Akkuyu was expected to enter operation this year, telling Erdogan that the Turkish government’s target of commissioning the reactor in 2026 would be met.
The Russian president also pointed to broader economic cooperation and credited Erdogan’s interest in bilateral relations with maintaining economic ties at a high level.
Beyond nuclear energy, Erdogan highlighted cooperation in agriculture, conventional energy and tourism. He specifically underlined the importance of Russian visitors to Turkey, noting that Russians constitute a major part of the tourism market in Antalya.
The meeting also came against the backdrop of the continuing war in Ukraine and escalating security concerns in the Black Sea.
Ahead of the talks, Kremlin foreign policy adviser Yuri Ushakov confirmed that Ukraine and the situation in the Black Sea would be among the principal subjects discussed by Putin and Erdogan, alongside trade and economic relations.
Turkey has attempted to maintain a distinctive position throughout the Russia-Ukraine war. While Ankara has formally supported Ukraine’s territorial integrity and supplied Kyiv with military equipment, it has maintained extensive political and economic relations with Moscow and has not joined Western sanctions against Russia.
Turkey has also repeatedly sought a mediating role between Moscow and Kyiv, hosting negotiations earlier in the war and helping broker the now-defunct Black Sea grain initiative.
As of Tuesday’s initial reporting, neither side had released substantial details concerning the outcome of the leaders’ closed-door discussions on Ukraine or Black Sea security.
The Erdogan-Putin meeting formed part of a broader round of Turkish diplomatic activity in Bishkek. Earlier Tuesday, Erdogan met Azerbaijani President Ilham Aliyev, discussing Turkish-Azerbaijani cooperation in energy, infrastructure and transportation and reiterating Ankara’s intention to remain involved in the Armenia-Azerbaijan peace process.
Taken together, Erdogan’s meetings in Bishkek underscored Turkey’s effort to expand its influence across several overlapping regional frameworks — maintaining its NATO membership and relations with the West while simultaneously deepening economic and political engagement with Russia, Azerbaijan and the states of the Shanghai Cooperation Organization.
Erdogan also described the SCO during his address to the summit as a “rising star” in an increasingly multipolar international system and pledged to deepen Turkey’s cooperation with the organization, where Ankara currently holds dialogue-partner status.

The Lemkin Institute for Genocide Prevention, a Pennsylvania-based nonprofit organization, was renamed in 2023 to support those who are at risk of becoming victims of genocide and other mass atrocities.
The Institute was named after Raphael Lemkin (1900-1959), a Polish-Jewish lawyer and Holocaust survivor who, in 1944, coined the term genocide to describe what until then had been referred as Armenian massacres. In 1948, after tireless efforts, he succeeded in having the United Nations adopt the Convention for the Prevention and Punishment of the Crime of Genocide, making genocide an international crime.
The Institute, an all-volunteer organization with no paid staff, aims to honor Lemkin’s work by trying to protect threatened communities around the world, including the Armenians of Artsakh. On September 5, 2023, the Lemkin Institute issued a 127-page report, indicating an increased risk of mass atrocities, particularly genocide, against Artsakh Armenians.
In 2025, Joseph Lemkin, a lawyer who is a relative of Raphael Lemkin, objected to the use of the Lemkin name by the Lemkin Institute because of its designation of Israel’s killings of Palestinians in Gaza as genocide. Joseph Lemkin is a Zionist and supporter of Israel whose father was Raphael Lemkin’s first cousin, according to The Times of Israel.
Joseph Lemkin was quoted as saying: “They distort his [Raphael’s] legacy and appropriate his name to advance a definition of genocide which is inconsistent with what we believe was his life’s work,” said Joseph Lemkin, 57. “To me, it tarnishes his memory by attaching to his name allegations that trivialize the whole concept of genocide.” Joseph Lemkin threatened to sue the Lemkin Institute over the naming dispute.
In April 2026, Joseph Lemkin and the European Jewish Association (EJA) submitted a legal memorandum to the Pennsylvania Bureau of Corporations and Charitable Organizations, objecting to the Institute’s use of Lemkin’s name. “As an institution, they can publish whatever they want. But they cannot pretend to carry Raphael Lemkin’s name and at the same time misrepresent his heritage, which was completely against these beliefs,” said Rabbi Menachem Margolin, the EJA’s chairman and founder. “What they did is completely illegal, and so we started a campaign with the authorities in Pennsylvania to shut them down or at least change their name.”
EJA’s attorneys have sent letters to various Pennsylvania officials asking them to investigate the Lemkin Institute’s tax-exempt status as a Section 501(c)3 charity. The group has also enlisted the help of Amichai Chikli, Israel’s hardline minister of Diaspora Affairs and Combating Antisemitism, who wrote to Pennsylvania Gov. Josh Shapiro urging him to make this investigation a priority. One of the law firms representing Joseph Lemkin accused the Lemkin Institute of defending Hamas, backing Hezbollah, and targeting the United States — allegations that the Institute says are false and defamatory.
Elisa von Joeden-Forgey, the Lemkin Institute’s director, explained in an email: “There are several members of the Lemkin family who support our work and who understand how we use Raphael Lemkin’s studies and analyses in our own prevention mechanisms.”
The Lemkin Institute issued the following statement on Oct. 14, 2025: “We have Lemkin family members on our side who reached out to us after October 7, 2023 [the Hamas attack]. Peter Lemkin, in whose childhood home Raphael Lemkin was a frequent visitor, has been particularly supportive, offering encouragement, sharing insights into Lemkin’s work, and informing us of his family’s close collaboration in the effort to get the Genocide Convention ratified by states…. It is only our work on Israel that has brought about a coordinated smear campaign in the United States with dangerous, precedent-setting implications.” Peter Lemkin, who lives in the Czech Republic, has joined the Lemkin Institute’s board.
The core of the dispute over the Lemkin Institute’s use of Raphael Lemkin’s name is in reality a political, rather than a legal issue.
Raphael Lemkin’s relatives have no control over the use of his name, unless, they have specifically inherited the legal rights to the use of his name. There are no known documents indicating that Raphael Lemkin bequeathed such rights to any of his relatives. None of his relatives have inherited his estate since Raphael had died in abject poverty.
Even if there were evidence of such an inheritance, there is a 30-year limit for the name’s commercial use under Pennsylvania law. Raphael died in 1959. Thus, according to Pennsylvania law, such a right would have expired in 1989. Furthermore, that statute covers those who have died in the state of Pennsylvania. Raphael died in New York City.
Regarding the political dispute involving some of Lemkin’s relatives who are staunch supporters of Israel, there are other relatives who have no objection to the Institute’s criticism of Israel’s actions toward the Palestinians in Gaza. Indeed, one of Raphael’s relatives decided to join the Institute’s board.
Therefore, Raphael’s relatives who object to the Institute’s name have neither the legal nor political authority to reject its use. There is a high probability that should this issue end up in court, the Lemkin Institute is expected to prevail.
(Horizon Media / TORONTO) — Horizon Media representatives Jacques Varbedian and Ishkhan Ghazarian joined members of the National Ethnic Press and Media Council of Canada (NEPMCC) at the Canadian National Exhibition for the official opening of the Council’s annual booth, celebrating the important role of multicultural and community media across Canada.
During the gathering, the Horizon Media representatives also had the opportunity to engage with political representatives from various levels of government, as well as fellow members of Canada’s ethnic media community. Varbedian and Ghazarian met with NEPMCC President Thomas Saras and Executive Director Maria Saras, relaying Horizon Media’s appreciation for the Council’s steadfast efforts to support, promote and strengthen ethnic media across the country.
The NEPMCC is a national non-profit organization representing Canada’s diverse ethnic and multicultural media. The Council promotes excellence in ethnic journalism, strengthens cooperation among Canada’s diverse communities, and ensures that ethnic media have a meaningful voice in Canadian public life. It has also long advocated for greater recognition of the essential role community publications and broadcasters play in informing Canadians in numerous languages and connecting communities with public institutions.
The NEPMCC’s presence at the CNE provides its member publications with an opportunity to introduce their work to the broader public and highlight the linguistic and cultural diversity of Canada’s media landscape. The Council has maintained an ethnic press exhibition at the CNE for many years, showcasing publications representing communities from across the country.
Running from August 21 to September 7, the 2026 Canadian National Exhibition continues the annual Toronto tradition with 18 days of entertainment, food, cultural programming, exhibitions and family attractions. This year’s highlights include the new CNE Space EXperience and Big Dip High Dive Show, a new partnership with North by Northeast (NXNE) featuring live music throughout the fair, and the return of the Canadian International Air Show for its 77th year.

Քննարկումին ընթացքին Գալստեան ընդգծած է, որ Արցախի բռնի տեղահանուած բնակիչները կը շարունակեն դիմագրաւել բազմաթիւ ընկերային եւ իրաւական խնդիրներ, որոնց մէկ մասը կը վերաբերի օրէնսդրական կարգաւորումներուն, իսկ ուրիշներ՝ կամայական վերաբերմունքին, իրաւաբանական աջակցութեան մատչելիութեան եւ իրաւակիրառ ոլորտին մէջ առկայ թերութիւններուն։
«Խնդիրներու շրջանակը բաւական լայն է, սակայն հետեւողական աշխատանքի շնորհիւ անոնց մեծ մասը կարելի է լուծել», նշած է Գալստեան։
Գալստեան շեշտած է նաեւ, որ որեւէ ընկերային կամ իրաւական աջակցութիւն չի կրնար ամոքել կորսուած հայրենիքի ցաւը, սակայն անհրաժեշտ է շարունակել աշխատանքը հասարակական կազմակերպութիւններու, իրաւական համայնքի եւ շահագրգիռ այլ կառոյցներու հետ՝ կարելի եղած չափով լուծելու բռնի տեղահանուած արցախահայութեան առջեւ ծառացած խնդիրները։
Ան յայտնած է, որ Ազգային ժողովի Մարդու իրաւունքներու եւ հանրային հարցերու մշտական յանձնաժողովը պատրաստ է քննարկելու բարձրացուած հարցերը, բացայայտելու իրաւական բացերը եւ պաշտպանելու Արցախի բռնի տեղահանուած բնակիչներու իրաւունքները։

«Մենք պիտի շարունակենք նպաստել Ատրպէյճանի եւ Հայաստանի միջեւ խաղաղութեան հաստատման։ Ձեռք բերուած խաղաղութիւնը կենսական ուժի աղբիւր պիտի դառնայ մեր տարածաշրջանին համար», ըսած է Էրտողան։
Թուրքիոյ նախագահը նաեւ ընդգծած է, որ «երկու պետութիւն, մէկ ժողովուրդ» սկզբունքին համապատասխան՝ Թուրքիոյ եւ Ատրպէյճանի միջեւ յարաբերութիւններու խորացումը բոլոր բնագաւառներուն մէջ կը համապատասխանէ երկու երկիրներու շահերուն։
Ան շեշտած է նաեւ Անգարայի եւ Պաքուի համատեղ քայլերուն կարեւորութիւնը՝ նշելով, որ անոնց նշանակութիւնը «յատկապէս նկատելի է տարածաշրջանին մէջ ստեղծուած ներկայ իրավիճակի լոյսին տակ»։
Էրտողանի յայտարարութիւնը կը յաջորդէ օգոստոս 31-ին Պիշքէքի մէջ Նիկոլ Փաշինեանի եւ Ատրպէյճանի նախագահ Իլհամ Ալիեւի միջեւ կայացած հանդիպման։
Հայկական եւ ատրպէյճանական կողմերու հաղորդագրութիւններուն համաձայն՝ Փաշինեան եւ Ալիեւ քննարկած են Հայաստանի եւ Ատրպէյճանի միջեւ խաղաղութեան գործընթացի ընթացքը, սահմանազատման յետագայ աշխատանքները, ինչպէս նաեւ TRIPP-ի իրականացման առնչուող յաջորդ քայլերը։
Հանդիպման ընթացքին անդրադարձ կատարուած է նաեւ առեւտրական, տնտեսական եւ ուժանիւթային համագործակցութեան ընդլայնման, ներառեալ՝ ատրպէյճանական նաւթամթերքի Հայաստան արտածման եւ Ատրպէյճանի տարածքով տարբեր ապրանքներու տարանցման կարելիութիւններուն։
