Armenia secures $150 million ADB loan to support state budget

(Horizon Weekly) – The Armenian government has approved a $150 million budget support loan from the Asian Development Bank.
The decision was adopted at a cabinet meeting and authorizes the signing of a loan agreement titled Fiscal Stability and Financial Market Development Program – Subprogram 3 between Armenia and the ADB.
The financing is part of Armenia’s 2025 Annual Borrowing Plan, developed within the framework of the 2025–2027 Public Debt Management Strategy. The plan projects that the government will secure approximately $675 million in budget support loans from various international financial institutions, including the ADB.
Under the terms of the agreement, the loan will have a 15-year maturity, including a three-year grace period, and will carry a floating interest rate of 4.66 percent.
