Armenia Plans New Tax-Based Funding Mechanism for Political Parties, NGOs and Media

YEREVAN – Armenian Prime Minister Nikol Pashinyan announced on November 2 that the government intends to introduce a new financing mechanism for political parties, non-governmental organizations and media outlets beginning January 1, 2027.

Under the proposed system, citizens completing their income declarations would be permitted to direct a portion of their already-paid income taxes toward eligible organizations of their choice.

Pashinyan presented the initiative as an important step toward strengthening the financial independence of political parties, civil society and the media.

The government approved the underlying legislative initiative in September, proposing to expand the existing income-tax declaration framework. Tax authorities would establish and publish lists of eligible organizations, while citizens would select the recipients of their contributions.

However, the final eligibility criteria, maximum contribution amounts and detailed administrative procedures remain to be fully determined. The proposed arrangement could create an additional source of financing for independent organizations and reduce reliance on concentrated private funding.

Nevertheless, it also raises important questions about transparency, political neutrality and safeguards against potential discrimination. In particular, the criteria determining which political parties, organizations and news outlets qualify for public-supported contributions will require careful scrutiny.

A system intended to strengthen democratic institutions must ensure that participation does not depend on an organization’s political position or relationship with the authorities.

Its credibility will ultimately depend on equal eligibility, transparent administration, independent oversight and meaningful protections for media freedom and political pluralism.
