Armenian parliament to debate ratification of TRIPP agreement on October 27

YEREVAN — Armenia’s National Assembly is scheduled to debate ratification of the strategic cooperation agreement with the United States concerning the Trump Route for International Peace and Prosperity (TRIPP) on October 27.
The agreement advanced through parliament’s Foreign Relations Committee on October 21, receiving four votes in favour and one against.
The Armenian Foreign Ministry says Washington has already completed the domestic procedures required for the agreement to enter into force. Ratification and the remaining Armenian procedures would complete the process.
TRIPP envisions new regional transportation and infrastructure connections across Armenian territory, including a route linking mainland Azerbaijan to its Nakhchivan exclave.
Under the proposed arrangements, a joint Armenian-American development company would oversee the project, with the American side holding a 74% controlling stake and Armenia retaining 26% for an initial 49-year period.
If both parties agree to extend the arrangement for another 50 years, Armenia’s ownership share would rise to 49%.
Foreign Minister Ararat Mirzoyan has emphasized that Armenia will retain full sovereignty and jurisdiction over its territory, including responsibility for border security, customs and other state functions.
Nevertheless, opposition critics have questioned the long-term implications of granting extensive development rights and majority ownership of strategic infrastructure to a foreign-controlled entity.
The Pashinyan government considers TRIPP a central element of its regional connectivity and peace agenda.
Its parliamentary ratification will mark a significant milestone, even as questions persist over economic benefits, implementation costs and the safeguards protecting Armenia’s national interests.
The debate comes amid continuing concerns over the broader Armenia-Azerbaijan normalization process and the long-term consequences of the proposed regional arrangements.
