COP17 High-Level Talks in Yerevan Focus on Biodiversity Financing and Concrete Action

YEREVAN — Ministers and senior international delegates opened high-level negotiations at the United Nations Biodiversity Conference (COP17) in Yerevan on October 27, focusing on environmental commitments, financing mechanisms and practical measures to protect biodiversity.

The conference, running from October 19 to 30, brings together governments, international organizations, environmental experts and civil society representatives. Ministerial discussions will continue on October 28.

Armenia’s Environment Minister and COP17 President Hambardzum Matevosyan emphasized that international biodiversity commitments must translate into national policies, investment decisions and measurable results.

A central priority is reviewing progress toward the Kunming-Montreal Global Biodiversity Framework, which establishes international targets to halt and reverse biodiversity loss by 2030.

Discussions also address financing shortages, ecosystem restoration, improved monitoring and greater international cooperation.

Armenia’s COP17 presidency has introduced initiatives aimed at reforming environmentally harmful subsidies, encouraging investment in conservation and strengthening biodiversity monitoring through new technologies.

The ministerial meetings are expected to help resolve outstanding disagreements before the conference concludes on October 30.

For Armenia, hosting the summit offers an important opportunity to raise its international environmental profile. However, the real measure of success will be whether political commitments produce meaningful conservation outcomes.

Beyond international declarations, protecting Lake Sevan, managing water resources responsibly and preserving Armenia’s natural ecosystems will require sustained action and effective environmental governance at home.
