Universal Health Insurance to Cover All Armenians by 2028

Horizon Weekly – Armenia’s Health Minister Anahit Avanesyan announced that a nationwide health insurance system will be rolled out gradually over a three-year period, ensuring full coverage for all citizens by 2028.

Speaking during a government–parliament Q&A session, Avanesyan said the transition from state-funded healthcare to an insurance-based model would take place in stages, with the insurance contribution base expanding each year.

“By 2028, every resident of Armenia must be a health insurance beneficiary,” she stated. “Until then, we will progressively broaden the insurance framework to include all population groups.”

The minister noted that in 2026, healthcare services financed by the state will still be reflected in the national budget. Individuals and groups not yet enrolled in the insurance system during the first two years will continue receiving care through existing government programs.

Avanesyan said that the initial phase, funded by the state, will also provide coverage for people with disabilities and for families scoring over 28 points on the social vulnerability scale. The government’s priority, she added, is to secure insurance for children under 18, senior citizens aged 65 and above, and other socially vulnerable categories.

In addition, people earning more than 200,000 drams per month will be included in the first phase of the system’s implementation.
