Israel and Azerbaijan sign AI cooperation agreement in Jerusalem

(Horizon Weekly) — Israel and Azerbaijan have signed a new memorandum of understanding to expand cooperation in the field of artificial intelligence. The agreement was formalized in Jerusalem on February 3, with officials from both governments highlighting opportunities for joint research, human capital development, and shared technological innovation.

Under the non-binding memorandum, the two countries plan to explore collaboration on supercomputing infrastructure, applied AI projects in civilian sectors, and training programs to build skilled expertise in emerging technologies. Both sides described the agreement as a step toward strengthening economic and scientific ties.

The pact builds on a broader relationship between Israel and Azerbaijan, which includes longstanding diplomatic and economic links. Israel has been one of Azerbaijan’s key suppliers of advanced defence technology, including drones, which played a significant role in the 2020 Nagorno-Karabakh war and subsequent clashes, an experience that had a very negative impact on Armenia.

Officials from both countries said the AI agreement focuses on civilian applications and innovation, and its outcomes will depend on the details of future projects and their implementation.
